BE REGULATION
POLICY AND PROCEDURE DEVELOPMENT
SECTION ONE: POLICY AND PROCEDURE MANUAL
1.01 The College District recognizes the importance of a policy and procedure manual as a dynamic and changing document subject to periodic revision to meet the changing needs of students, the College, and the community and reflecting changes in state and federal laws and regulations.
1.02 Purpose: The purpose of this regulation is to guide the creation, revision, and approval of policies and procedures for the College.
1.03 The College policy and procedure manual shall contain local policies, regulations, and exhibits.
1.04 In addition to Board local policies, the official College District catalog, the, student handbook, program handbooks, and department procedures shall be considered enforceable College District regulations unless found to conflict with Board local policy or regulation.
SECTION TWO: LOCAL POLICIES
2.01 Local policies and policy amendments may be proposed or identified by the College President, the Board, employees, students, or the external community but shall be recommended for the Board’s consideration only by a Board member or the College President.
2.02 The College President should lead the executive council members in periodic administrative review of policies with each administrator being responsible for identifying duplicate, extraneous, out-of-date, or missing policies in their area.
2.03 Local policy content revision and development will normally include the following steps:
2.03.1 Review by executive council member;
2.03.2 Legal review, if necessary;
2.03.3 Review and input by faculty forum or the appropriate standing committee(s), if necessary;
2.03.4 Review by the President;
20.3.5 Review by Board policy review committee;
2.03.6 Board adoption;
2.03.7 Distribution of policy to all divisions, administrative offices, and employees electronically.
2.02 The Board shall have the sole right to adopt or amend Board local policies by majority vote in one reading. When action, procedures, or interpretations are urgently required in an area not covered by local policy, the College President shall have the power to act and inform the Board of such action subject to review by the Board at its discretion.
2.03 The official copy of the policy and procedure manual shall be published on the College website. If discrepancies occur between different copies of the manual distributed throughout the district, the version contained in the official policy manual shall be regarded as authoritative.
SECTION THREE: REGULATIONS
3.01 The College President shall adopt such regulations as necessary to ensure compliance with standards, regulations, and laws or as otherwise deemed appropriate, but shall have the authority to make exceptions to regulations at their sole discretion.
3.02 Regulations carry the same effect as local policies, but shall not contradict Local or Legal policies.
3.03 Regulations and amendments may be proposed or identified by the College President, the Board, employees, students, or the external community.
3.04 The College President should lead the executive council members in periodic administrative review of regulations, with each administrator being responsible for identifying duplicate, extraneous, out-of-date, or missing regulations in their area.
The President of the College is responsible for reviewing and updating this policy. Policy reviews are made in accordance with the Office of Institutional Effectiveness Policy Tracking document.
