MISCELLANEOUS INSTRUCTIONAL POLICIES: ACADEMIC BOYCOTTS
An institution of higher education, including a college district, may not implement an academic boycott of a foreign country that would prevent a student or faculty member of the institution from: 1. Studying or conducting research in or about the country; or 2. Interacting with the country's scholars or representatives. An institution of higher education may implement an academic boycott of a foreign country included by the U.S. Department of State on a list of state sponsors of terrorism. The boycott may not prevent a student enrolled at the institution from studying or being educated about the country. Any public or private institution of higher education receiving funds appropriated under this Article III of the General Appropriations Act shall adopt rules and policies prohibiting an academic boycott that would deprive students or faculty members of the ability to study or conduct research in or about a foreign country or to interact with its scholars or representatives. The rule shall allow the support of an academic boycott if the target is a foreign country that is a state sponsor of terrorism, as defined by the U.S. Department of State.
